Police Station CSR Registration Procedures?

The CSR registration procedure is governed by the Indian Code of Criminal Procedure, 1973, which follows the procedure for registering complaints filed at police stations.

A social service register is a register maintained in every Indian police station for non-cognizable offences. If the offense is a cognizable offence, a First Information Report (FIR) is made and registered. A CSR is also known as daily diary report or diary report.

What are cognizable offences?

The Code of Criminal Procedure, 1973 (CrPC) defines the term cognizable offense under Section 2(c). Investigative offenses are where the police have the power to arrest the accused without a warrant or a magistrate’s permission.

The consequences of these crimes are dire and more severe than those of non-cognizable crimes.

Cognizable offenses include rape, murder, kidnapping, theft and kidnapping. These crimes endanger the society and disturb the peace and harmony of the society.

The investigation begins immediately after the First Information Report (FIR) is registered as soon as these crimes have taken place.

The cognizable offenses are registered and action is taken based on the information given to the police officer verbally or in writing.

What are non-cognizable offences?

Section 2(l) of the CrPC, which defines non-cognizable offences, provides that a police officer cannot arrest the accused without a warrant and initiate investigation without the permission of the court. A misdemeanor is usually a less serious crime.

These are listed in the First Schedule to the Indian Penal Code and are bailable. In these offences, the police cannot arrest the accused without an arrest warrant and cannot initiate investigation without the permission of the court. Serious offenses like assault, cheating, forgery, defamation, public nuisance are non-cognizable offences.

According to Section 155 of CrPC, if a police officer receives information about a non-cognizable offence, he registers the case in the station diary and initiates investigation which we call CSR. Before registration of FIR this CSR is registered and the police officer initiates investigation in these cases and at the end of investigation if crime is confirmed then FIR is registered.

Is it mandatory to get CSR at police station?

FIRs are not immediately registered for criminal backgrounds which are considered non-cognizable offenses and therefore CSR is mandatory to ensure that the complaint lodged at the police station is registered. Otherwise there is a high chance that your case will be dropped by the police without even being registered.

In India, it is not mandatory for individuals to purchase CSR (Social Service Registration) at a police station. It is mandatory to obtain this CSR for registering a complaint at the police station. Complaints not registered by CSR may go unregistered. So buying CSR is essential.

It should be noted that the jurisdiction of the court depends on the nature and seriousness of the offence. Therefore, if a court compels social service, it has subject matter jurisdiction.
